Before starting any property improvement projects, you should check for asbestos with a professional. If you find asbestos, it is strongly advised that you engage a licensed asbestos removalist who knows how to manage the material safely. If you choose to remove and dispose of asbestos yourself, you need to understand the risks and take the necessary precautions.

About the Asbestos Disposal Point

The Asbestos Disposal Point at Cosgrove Landfill provides a convenient, safe solution for the community who want to dispose of small quantities of non-friable (or bonded) asbestos waste.

The site includes a fit-for-purpose bin that temporarily stores asbestos waste. Once the bin reaches storage limits, the waste will be sealed and transported to a licensed landfill for final disposal. Disposal fees apply; please see the schedule of rates below for details.

What IS accepted at the Asbestos Disposal Point?

The site will only accept loads that meet all three of the following requirements. The asbestos must be:

  • Non-friable or ‘bonded’ asbestos – these products are usually mixed with cement or a similar material and include asbestos cement sheeting (also known as ‘fibro’ or ‘AC Sheeting’), roof tiles, eaves, fencing, pipes etc.
  • Packaged correctly – asbestos waste must be double wrapped, sealed and labelled in heavy duty (minimum of 0.2 mm thickness) HDPE plastic sheeting or specialised asbestos bags.
  • Small quantities only – less than 10 square metres per load or less than 100 kg. Individual packages should not weigh more than 20 kg.

What IS NOT accepted at the Asbestos Disposal Point?

  • Friable, or ‘dusty’ asbestos products – these products are generally quite loose and, when dry, can be crumbled into fine material or dust with light pressure. They include items such as vinyl sheet flooring with asbestos backing or fire damaged, non-friable asbestos.
  • Friable asbestos is extremely hazardous. If you find friable asbestos in a workplace it must only be removed by a licensed removalist (Class A). If you find it in your home, it is highly recommended that you contact a licensed removalist (Class A) to do the removal and disposal. To find a Class A removalist go to asbestos.vic.gov.au.
  • Asbestos-contaminated soils.
  • Asbestos with incorrect or damaged packaging.

What happens if my load is incorrectly packaged?

WARNING: Customers must package asbestos loads correctly prior to travelling to and attending an ADP.

If your asbestos load is incorrectly packaged, you will be required to re-package the waste on-site. You will be provided with packaging materials and disposable PPE. Additional fees may apply.

Using the Asbestos Disposal Point

1. Make a booking

Before visiting the Asbestos Disposal Point, you must book a time slot to dispose of your waste. To make a booking, and to find out more about disposal fees and conditions of use, call 03 5832 9700 or make a booking online by clicking the button below:

2. Always use personal protective equipment (PPE) when handling asbestos

PPE must be worn when removing and packaging asbestos for disposal. This includes items such as disposable coveralls, shoe covers, disposable gloves, respirator (special mask) and protective eyewear. Important information on how to wear and then safely remove PPE can be found at asbestos.vic.gov.au.

3. Ensure asbestos waste is correctly packaged for disposal

Thoroughly wet the waste with water during the removal process and keep in a wet condition until packaged.

Asbestos waste must be wrapped in two separate layers of heavy-duty (minimum of 0.2 mm thickness) HDPE plastic sheeting or double-bagged in specialised asbestos waste bags, which can be found at most hardware stores and safety equipment suppliers.

Each layer must be sealed with strong, wide tape like duct tape. Label all packages clearly with the warning ‘CAUTION ASBESTOS’.

4. Transport waste safely and securely

Under the Environment Protection Act Victoria, asbestos waste must be transported safely.

  • Licensed asbestos removalists, waste transporters or tradespeople must:
    • Comply with their industrial waste duties.
    • Transport asbestos in an EPA-permissioned vehicle and use EPA’s Waste Tracker. This does not apply if the net load of asbestos is less than 50 litres and transported for no fee or reward.
  • Householders don’t have to use EPA’s Waste Tracker but must ensure packaged asbestos is secured in their vehicle or trailer to avoid any tears or the risk of waste falling out onto roads.

Asbestos waste must be loaded and unloaded from vehicles carefully. If it takes two people to lift the waste into a vehicle, you will need to ensure there are two of you to move the waste at the Asbestos Disposal Point.

SAFETY REMINDER

  • Vehicles should be carefully cleaned after transporting packaged waste asbestos.
  • If you don’t want to transport the asbestos waste yourself, contact a licensed waste transporter.
  • Visit epa.vic.gov.au for more information on the transportation of asbestos waste.

5. Once on-site, follow guidance from site operators

Trained site operators will check your load on arrival to ensure it is packaged correctly and then direct you to the Asbestos Disposal Point. You will be able to park near the skip bin where you can unload the waste and place it directly into the bin. Site operators will not be able to assist you with unloading the waste.

SAFETY REMINDER

  • Do not tip your packaged asbestos out of your vehicle. It needs to be manually offloaded by hand.
  • Carefully place packages into the skip bin. Don’t drop them from a height.

Warnings

Dumping of asbestos is illegal and can result in significant penalties.

We all have environmental duties — The general environmental duty (GED) is at the centre of the Environment Protection Act 2017. It applies to all Victorians. The GED requires you to reduce the risk of your activities (like when removing, transporting and disposing of asbestos) harming the environment or human health.
