Fire Services Property Levy

The Victorian State Government will replace the Fire Services Property Levy (FSPL) with the Emergency Services and Volunteers Fund (ESVF) from 1 July 2025.

What was the Fire Services Property Levy?

The Fire Services Property Levy (FSPL) was an additional charge collected by Councils and passed on to the Victorian Government to fund fire services. 

The property-based levy replaced the previous insurance-based levy, and meant that every Victorian property owner now contributed a fair share to the funding of fire services. The levy was payable by all rateable and non-rateable property owners and comprised a fixed charge as well as a variable component, as detailed below.
