The Home and Community Care Program for Younger People (HACC-PYP) is a Victorian Government program which has been delivered by Council for many years.
Council has recently made a decision to withdraw from providing HACC-PYP services from November 2018. The National Disability Insurance Scheme (NDIS) will roll out in Shepparton from January 2019. A significant proportion of HACC-PYP clients are expected to transition to the NDIS, potentially resulting in a reduced program that is no longer viable for Council to deliver.
The Department of Health and Human Services (DHHS) is undertaking an Expression of Interest process to identify a new provider who will deliver HACC-PYP services after Council withdraws. It is anticipated that this process will be completed by late September.
Once the new provider has been identified, Council will work closely with DHHS and the new provider to transition clients, and ensure continuity of care with minimal disruption.
Greater Shepparton City Council Manager Neighbourhoods, Amanda Tingay, said client services will be continued but under a different provider with Council assisting with the transition to the new State government appointed provider, yet to be determined.
When the transition process has been completed, Council will no longer have a role in relation to HACC-PYP services, as these will have been transferred to the new provider.
“We want to reassure people that their services will continue although not under Council,” said Ms Tingay.
