Greater Shepparton City Council (Council) has prepared Amendment C205 to the Greater Shepparton Planning Scheme (Planning Scheme). Amendment C205 seeks to give effect to the findings and recommendations of the Draft Greater Shepparton Heritage Study Stage II 2019 (the Draft Study) in the Planning Scheme.
The Draft Study consolidates and updates the recommendations of three heritage studies prepared from 2004-2017 into one strategic document: the Greater Shepparton Heritage Study Stage II 2007, the Greater Shepparton Heritage Study Stage IIB 2013 and the Greater Shepparton Heritage Study Stage IIC 2017. The Amendment also seeks to apply the Heritage Overlay on a permanent basis to 178 places where controls have applied on an interim basis since mid-2018.
The Amendment proposes to update local heritage policies within the Planning Scheme to implement the Draft Study and to ensure appropriate controls are in place to guide future planning permit applications to conserve these places.
The Heritage Overlay seeks to protect and conserve all places of local cultural heritage significance. This includes individual places and heritage precincts, of which there are 12 now identified across Greater Shepparton.
Land owners and occupiers of land currently within, or proposed to be included within the Heritage Overlay, were notified by Council of the Amendment inviting them to make a submission if they wish and to attend several 1-2-1 consultations to speak to Council officers.
The Amendment was exhibited on Thursday, 13 June 2019 for a period of 10 weeks. The closing date for submissions is Monday, 26 August 2019. A submission must be sent to Greater Shepparton City Council, Locked Bag 1000, Shepparton VIC 3632 or via email at council@shepparton.vic.gov.au.
“Council provides a free heritage advisory service to all land owners of properties included in the Heritage Overlay. Land owners can receive expert conservation advice before they undertake any works to their properties. These properties will also be eligible to apply for a grant under Council’s Heritage Grants Program, which is the only such heritage grant program operated independently by a local council in Victoria,” Council Director Sustainable Development Geraldine Christou said.
Land owners with properties identified in the Draft Study are encouraged to contact Council’s Building and Planning Department before undertaking any works if a Heritage Overlay applies to their land.
Council will also host seven one-on-one consultation sessions in July and August, offering residents the chance to meet with Council officers to discuss the Amendment. These will be thirty minute appointments.
